Mike Walsh

General Session

Mike graduated from the University of Texas at San Antonio in 2000 with a Bachelor of Science Degree in Civil Engineering. After working briefly in the private sector, he joined TxDOT’s Corpus Christi District in February 2001 as an Engineering Assistant in the Corpus Christi Area Office. Mike worked in various position around the district for 12 years including managing a Special Projects Office that oversaw the structural repair of the Harbor Bridge on US 181 and the elevation of John F. Kennedy Causeway on PR 22.

In 2013, Mike was hired as the Victoria Area Engineer in the Yoakum District, where he oversaw maintenance and construction activities for Victoria, Jackson, and Calhoun Counties. In 2018, he was hired as Director of Operations for the Yoakum District. In this role, he was responsible for leading the maintenance and traffic operations programs for the district.

In 2022, Mike returned to the Corpus Christi District as Deputy District Engineer. In this role, he oversaw traffic operations, construction and maintenance programs that includes the unique challenges that come with a ferry system.

Mike is a native of Corpus Christi and is married to Suzanne. They enjoy traveling and nature photography in their spare time.

Mo Bur

General Session

Mohamed "Mo" Bur, P.E., serves as the director of Project Development. In this role, he is responsible for the management and control of the Alternative Delivery, Design, Environmental Affairs, Professional Engineering Procurement Services, Right of Way, and Transportation Programs divisions.

Bur began his career as an intern for three summers with the Maryland State Highway Administration. He joined TxDOT in 1997 in the San Angelo Area Office and transferred to the Dallas District Roadway Design Section in June 2002. There, he managed the SH 161 project in Grand Prairie, the Spur 366/Woodall Rodgers Extension, and Project Pegasus. Bur also managed the design team for the Margaret Hunt Hill Bridge, a cable-stayed suspension bridge that was the first of its kind in north Texas.

In 2011, Bur became the Dallas District Project Delivery Office supervisor. In 2013, Bur was named the central service center manager for the Professional Engineering Procurement Services Division, serving the needs of all 19 non-metro districts and 14 divisions. He rejoined the Dallas District in 2014, as director of transportation planning and development. In July 2017, Bur was named the Dallas deputy district engineer. He became the district engineer in June 2018 and oversaw a portfolio of planning projects valued at $24 billion, a construction portfolio of traditional construction projects valued at more than $2 billion, and multiple district-led design-build projects in procurement and construction valued at almost $5 billion.

Bur is a recipient of the DeWitt C. Greer Award. He served on the House Bill 20 Committee that set guidance for project selection for Proposition 1 and 7 funding, and served on a committee to establish a new software program for project delivery support.

Bur is a 1996 graduate of the University of Maryland with a bachelor of science in civil engineering with an emphasis on transportation and hydraulics.

Jessica Butler

Jessica Butler, P.E., serves as director of Engineering and Safety Operations. In this role, she is responsible for the management and control of the Bridge, Construction, Maintenance, Materials and Tests, and Traffic Safety divisions.

Butler started her career with TxDOT in 2005 in the Design Division where she coordinated the development of transportation projects from conceptual to final design phases. In 2011, she worked in the Letting Management Section of the Finance Division. Butler then held several leadership positions within the Transportation Planning and Programming Division overseeing the development of the department’s Unified Transportation Program and portfolio management process. In August 2018, she was appointed the deputy division director in the Design Division. In September 2020 she became TxDOT’s director of the Transportation Planning and Programming Division.

Butler graduated from the University of Texas at Austin in 2004 with a bachelor’s degree in architectural engineering, in addition to graduating from Saint Edwards University in 2012 with a master’s degree in human services with a concentration in conflict resolution, management, and leadership.

Jason Pike, P.E., serves as director of Design. As Design Division Director, Pike is responsible for developing statewide design policies and guidelines for geometric roadway design criteria, roadside safety evaluations, design standards, hydraulic design, and landscape programs. He is responsible for leading the statewide digital delivery initiative to transform how projects are delivered from design to construction utilizing digital 3D files. He represents the Department at national and state levels concerning roadway design, safety analysis, and project development activities and is a voting member of AASHTO committee on Design.

Pike has been with TxDOT since 2003, when he joined the Design Division as an engineering assistant. He spent some time working in the Austin District before returning to the Design Division as the Final PS&E Processing Section Director. Pike held the position of Deputy Director of Design Division from 2020 through 2023.

Pike graduated from the University of Texas at Austin with a bachelor of science degree in civil engineering in 2001.

Jamie Farris

Jamie F. Farris, P.E., serves as director of Bridge.

As the Bridge Division director, Jamie oversees operations that include planning assistance, geotechnical and structural plan preparation, construction and maintenance assistance, safety inspection and PS&E review.

Jamie graduated from the University of Texas at Austin with a BS in Architectural Engineering and an MS in Civil Engineering with an emphasis in structures. She joined TxDOT Bridge Division in 2003 after spending 3 years in the consulting world designing bridges.  Jamie’s career has given her experience designing a wide range of bridge types as well as rehabilitating historical bridges, overseeing consultant engineering work, writing guidelines and manuals, serving as a project advisor on research projects, providing technical assistance for design-build projects, reviewing proposed transportation legislation, and assisting in developing TxDOT’s Transportation Asset Management Plan (TAMP).  She is a member of the AASHTO Committee on Bridges and Structures (COBS), where she serves as a technical committee member on the Technology, Research, and Steel and Metals Committees.

BRG  Breakout Session: Bridge Project Spotlight - Corpus Christi Harbor Bridge

Lynn Allison joined developer Flatiron/Dragados, LLC on the Harbor Bridge Replacement Project in 2019 with an extensive 17-year public affairs background in community and government relations. Lynn is passionate about improving commuter and pedestrian mobility and proudly serves a third term as a Nueces County appointee to the Corpus Christi Regional Transportation Authority's Board of Directors. Before stepping into heavy civil construction, she worked on statewide political campaigns and consulted for an Austin-based Public Relations firm focused on renewable energy and eminent domain issues. Lynn has deep South Texas roots and obtained her bachelor's degree in communications/business from Texas A&M University-Corpus Christi. She went on to study in the Executive MBA program at the University of Texas, McCombs School of Business. Lynn's pride and joy are her two adult children, who graduated from the University of Texas.

Chris Ursery has been in the design and construction of precast concrete segmental bridges for the past 20 years. After graduating with his Master’s Degree in Structural Engineering from Virginia Tech in 2005, Chris moved to Florida to begin his career in bridge engineering. As an active member in the American Segmental Bridge Institute and Post-Tensioning Institute, Chris sits on several construction related committees focused on the advancement of segmental and post-tensioned bridges. Since 2017, Chris has served the Harbor Bridge Project as the onsite engineer.

General Session: How Digital Delivery is Shaping the Future of Project Development

Taylor has 18 years of transportation engineering experience, split primarily between roadway engineering via PS&E design and traffic engineering via Traffic Impact Analyses, traffic studies, and traffic signal plan design. He’s been at TxDOT: Design Division for the last 7 years, where for the most recent 5 years he’s been a Team Lead or Engineering Task Lead in the Digital Delivery Section. Prior to that, Taylor spent 4 years at the TxDOT Austin District in Central Design and 7 years at HDR Engineering, where he started after graduating from UT-Austin. Most of his experience at HDR was in traffic engineering; he also completed his Master’s degree at UT-Austin as a part-time student during this time.  As the current Engineering Task Lead for the Digital Delivery Section of Design Division, Taylor is responsible for serving as Project Manager (PM) for in-house designed PS&E projects that are piloting digital delivery, assisting in coordination with – and review of deliverables from – the Digital Delivery Program consultant, and providing guidance, support, and oversight to junior staff on PM’ing and design engineering for roadway schematics and PS&E.

Rafael serves as the director of the Project Delivery Section (PDS) within the Design Division. The PDS is responsible for schematic & PS&E reviews (interstate & non-interstate), IAJR & Design Exception reviews, development of roadway manuals & standards, Value Engineering program, RAID, Safer by Design, Intersection Control & Evaluation (ICE), and the Major & Other Projects program. The PDS also coordinates with other divisions and districts on various Access Management issues including Control of Access requests. Rafael began his career at TxDOT (Amarillo & Austin districts) then spend a number of years on the consultant side before returning to TxDOT, in his current role, in 2023. He is a proud graduate of Texas Tech University.

Ryan started in the TxDOT Bridge Division with the Geotechnical Branch in 2013, becoming the Geotechnical Branch Manager in February 2021, and the Field Operations Section Director in March 2025.  As Geotechnical Branch Manager in TxDOT’s Bridge Division, Ryan managed work on geotechnical plan preparation, design, plan review, construction support, scour evaluations, repair of geotechnical structures, and development of TxDOT Statewide Geotechnical policy & specifications. Ryan graduated from the University of Texas at Austin with a B.S. in Civil Engineering in 2014.

Edward (Eddie) Galbavy has been tirelessly working for the Bridge Division, Geotechnical Branch since 2019.  He enjoys designing and investigating safe and efficient foundations and retaining walls and he hopes you do too. Prior to TxDOT, he received degrees in Environmental Engineering, Geology, and Atmospheric Science; and has transitioned his career from environmental systems to transportation projects with 20+ years private industry experience in Texas, Florida, Colorado, and California.

Yusuf Yurttas is a licensed Professional Engineer (P.E.) with expertise in geotechnical and transportation engineering. He currently serves as a Transportation Engineer at TxDOT’s Bridge Division, where he contributes to scour policy updates, assists district offices with technical inquiries, and reviews scour documentation. He also manages scour work authorizations, coordinating with PEPS and consultants.

Before joining TxDOT, he gained extensive geotechnical experience through subsurface investigations, foundation design and analysis, and preparing geotechnical reports. He also conducted offshore foundation analysis and evaluated crack sealants for pavement preservation. Additionally, he has taught civil engineering courses at Prairie View A&M University and Texas A&M University.

Yusuf lives in Round Rock, TX, with his wife and two children. He enjoys spending quality time with his family and exploring outdoor activities.

Darshan Vadadoriya is a Data Analyst in the BRG Division at the Texas Department of Transportation (TxDOT). In his role, Darshan is responsible for asset management, writing and updating complex SQL queries, creating Tableau dashboards, and managing BRG Unit Cost data to support data-driven decision-making. Darshan holds a master’s degree in Structural Engineering from Texas A&M and a Post Graduate Degree in Data Science and Business Analytics from the UT Austin. Prior to joining TxDOT, Darshan worked in the private sector as a structural engineer, where he worked on designing buildings. Currently, Darshan is in the process of obtaining his Professional Engineer (PE) license. In addition to his professional endeavors, Darshan is passionate about continuous learning, technology innovation, and applying data analytics to solve real-world problems. Outside of work, he enjoys hiking, chess and playing video games.

Paul began his career in 2002 with the Construction Division. In 2007 he transferred to the Bridge Division where he worked for next 10 years in the Field Operations Section as a bridge inspection team leader and as the supervisor of the dive team and fracture critical team. In 2018 he moved to the Bridge Management Section as a project manager.  In 2020 he became the project development group leader and in 2025 became the Bridge Management Section Director.  Paul received a Bachelor of Science degree in Nuclear Engineering from Texas A&M University in 2000 and his professional engineering license in Civil Engineering in 2007.

Mike is the Abilene District Bridge Engineer.  He has worked at TxDOT for 5 years. He oversees the bridge program for the Abilene District including the maintenance, follow-up actions, inspections, MBITS program, and bridge replacements, as well as any other bridge-related issues within the district.  Prior to coming to TxDOT, he has worked in the private sector for over a decade as a business owner and as a subcontractor to NASA on 2 different manned space vehicle design teams and the International Space Station team.  He is also a US Air Force Veteran and was the navigator/bombardier on the B-52.  He graduated with an Aerosapce Engineering degree from the University of Missouri-Rolla in 2003.  He also holds a M.B.A. from Liberty University.

Andrew Bush earned a Bachelor of Science degree in Civil Engineering from Western Kentucky University and the University of Kentucky in 2009. He started his career at the Kentucky Transportation Cabinet, gaining experience in bridge inspection and maintenance. In 2018, Andrew joined TXDOT as part of the fracture critical inspection team. In 2019, he became a project manager in the BRG division, and in August 2022, he was promoted to team lead over the Bridge Information Group. Andrew’s goal is to improve bridge data, making it easier for users to utilize downstream. He enjoys gardening, songwriting, and playing nerdy video games.

Andrew lives in Manchaca, TX, with his wife Becca and their 3-year-old son Oscar.

After transitioning into a year-round intern role, she gained valuable experience before being hired as an engineering assistant in the design Division, Project Delivery Section.

Ms. Doyeon Kim is a Transportation Engineer specializing in transportation systems and safety. Doyeon is actively involved in developing the Safer by Design (SBD) Urban and Rural Tool and reviews Safer by Design tools for all rural and urban projects across 12 districts within TxDOT. Additionally, Doyeon provides training to districts, assists with technical issues related to Safer by Design, and supports the review of Interstate and Access Justification Reports, and Design Exceptions.

Mr. Ragab Mousa is a Professional Engineer and Professional Traffic Operations Engineer, and Associate Member of the American Society of Civil Engineers. He earned his bachelor's and master's degrees from Cairo University in Egypt and obtained his Ph.D. from the University of Illinois at Chicago. He has teaching and research experience at universities in the United States and in Egypt. He has international expertise in roadway design and traffic studies. He joined TxDOT’s Beaumont District in 2021, as a Transportation Engineer and Project Manager. He then transitioned to the Design Division, Project Delivery Section, in 2023 to work with the Highway Safety and Operations team.

Mr. Rafael Riojas serves as the Policy & Standards Branch Manager in the TxDOT Traffic Safety Division, where he leads an engineering team responsible for the traffic standards, manuals, & handbooks. Mr. Riojas and his team also review new products, non-standard signs and review requests for pedestrian hybrid beacons & rectangular flashing beacons. They also answer questions that come in from the public and TxDOT District Offices.

Prior to joining TxDOT in November 2020, Rafael spent 20+ years in consulting engineering, with a focus on planning, design and project management of roadways for various TxDOT Districts.

Rafael received his Bachelor of Science in Civil Engineering from Texas A&M University.

Nader experienced working in Design Section of Bridge Division for 2 years before joining Construction and Maintenance Branch in 2020.

Daryn Sims is an Engineer with the Texas Department of Transportation Bridge Division Field Operations branch. Daryn has 19 years of experience in construction and maintenance of highways and bridges with TXDOT. His current role with the Bridge Division is leading a group of specialty bridge construction inspectors and engineers focused on construction and maintenance inspection, departmental certifications, quality maintenance repairs, and related training.

A native of San Antonio, Kevin is a graduate of Texas A&M University. He began his career with TxDOT in 1992 and retired in 2020 from the Bridge Division after spending 28 years with the Department, were he ended his time as the Bridge Construction and Maintenance Branch Manager. He returned to TxDOT as a Bridge Implementation Engineer. In this role he is tasked to advance bridge innovation and implement worthy ideas and promote good practices. He has been married to Margarita for 27 years and has three children.

After Joining Texas Department of Transportation Tino has led the Dallas Bridge Crew. Tino is a veteran of the US Army, having served overseas in Bosnia-Herzegovina.

After graduating from the University of Texas in 2005 with a Bachelor of Science degree in Civil Engineering, Leon Flournoy began working for the Texas Department of Transportation in the Austin District. In 2007 he transitioned in to the Construction and Maintenance Branch with TxDOT’s Bridge Division. After 13 years, he took a position in the San Antonio District and has been the SAT District Bridge Engineer since 2020. He has spent most of his career working on rehabilitation and maintenance plans for bridges throughout the State.

Mark Johnson has over 17 years of experience with TxDOT, focused in multiple areas of operations including traffic engineering, maintenance analytics, and work zone safety. In recent years, he has focused his efforts on leveraging various data sets to develop useful dashboards and GIS tools for maintenance operations. He holds a bachelors degree in industrial engineering from Purdue University, a masters degree in mechanical engineering from the University of Michigan, and has a lean six sigma black belt in process improvement methodologies. In his free time, he enjoys tango and cumbia dancing.

Courtney Holle works for TxDOT in the Design Section of Bridge Division. She leads the Digital Delivery initiative with respect to Bridges.

Hayden Porter works for TxDOT in the Design Section of Bridge Division. He has worked in Bridge Division for 7 years, initially in the standards group and currently as a bridge designer in Group 3. Hayden is a Texas Tech graduate with a background in structure design and is eager to contribute to the world of steel bridge design. In his summers he likes to go to the lake and ski behind the boat.

Rose Marie Klee is the H&H Section Director in the Design Division of TxDOT. She has served as the State Hydraulic Engineer since June 2020. Her group leads the statewide practice for hydrology and hydraulics, including developing policy and guidance, managing an extensive training program, leading the hydraulics research program, and providing specialized technical support to district offices. She has 25 years of experience in both the public and private sectors. Rose Marie studied at the University of Texas at Austin and has a B.S. in Architectural Engineering and an M.S. in Environmental and Water Resources Engineering.

Ab has 24 years of experience in highway design and water resources. Ab started his career as a Transportation Roadway Design Engineer with TxDOT. After 9 years with TxDOT, Ab switched gears and spent 5 years with the TCEQ Dam Safety Program and 2 years with the TCEQ Edwards Aquifer Protection Program. In 2016 Ab returned to TxDOT with the Design Division Hydraulics Section. Ab specializes in hydrology, riverine and floodplain analysis, bridge hydraulics, and scour. Ab’s current duties as Lead Hydraulics Engineer include assisting and supporting TxDOT Districts and Divisions, supporting implementation of software, and assisting with the maintenance of statewide policy, guidelines, standards and specifications.

Edra has over 25 years of Hydrology & Hydraulic (H&H) design and management experience including storm drain design, culvert analysis, H & H modeling, FEMA permitting, technical review, scour analysis and project management with clients such as City of Dallas, City of Fort Worth, Dallas county, TxDOT, MoDOT, KDOT, and US Corp. of Engineers.  Currently, Edra is the project manager for the Design Division H & H section where she serves as the lead for the Statewide Formal Training Program and Point of Contact for the Dallas, Beaumont, and Bryant District. Under her leadership, she has assisted in the development of the Bridge Drain Hydrology & Hydraulic Guidance. She is a licensed professional engineer in the State of Texas and certified floodplain manager.

Trenton Ellis joined TxDOT in 2015 after earning engineering degrees from the University of Arkansas and the University of Texas.  As an EIT in Bridge Division, Trent excelled at structural design and detailing for emergency flood repairs.  During Harvey, he performed hundreds of rapid bridge scour assessments to support post-flood bridge inspections across the affected area.  In 2019, as a PE, Trent joined the Geotechnical Branch and led an overhaul of the state’s bridge scour program.  And for the last three years, Trent has been with the Design Division’s H&H Section where he supports districts, advances research, and helps develop new guidance and resources.

Kristine Blickenstaff, PE is currently serving as the Integrated Hydrology + Data Science Branch Chief for the US Geological Survey, Oklahoma-Texas Water Science Center.  Prior to coming to the US Geological Survey she worked for the Bureau of Reclamation for six years, starting in the Upper Colorado Regional Office, then moving to Reclamation's Technical Service Center in the Water Resources Planning and Operations Support Group.  During her eleven years with the USGS she has focused on innovation in data visualization including development of the Interagency Flood Risk Management (InFRM) program.

As a Hydrologist with the USGS Oklahoma-Texas Water Science Center, my primary research focus has been on surface-water statistics including flood frequency analysis, and geospatial processing and analysis. I've developed the StreamStats web application for New Jersey and now currently working on the State of Texas, this is an application that allows users to calculate basin characteristics, peak-flow, and low-flow estimates for a selected drainage basin.  I have worked on creation of flood inundation maps for stream reaches with known flooding issues in Texas, New Jersey, Louisiana, and other areas across the country using HEC-RAS surface water models and GIS analysis tools to map the extent of inundation and depth of flooding for stream reaches.

Mark Wallace started his career with TxDOT in 1990 in the Odessa Area Office. He transferred to BRG in 1992 to assist in managing the statewide inspection program and later, also leading the Dive Team. He left TxDOT in 1998 and was self-employed for 18 years continuing to perform UW, NSTM, and routine inspections. He rejoined BRG in 2016 as a QA Engineer and became the Program Manager in 2019. When not at work, Mark enjoys spending time with his family, dogs, welding, coins, hunting, fishing, and friends.

Scott joined TxDOT last fall. He previously worked 13 years for Louisiana Dept of Transportation and Development (LaDOTD) in Baton Rouge, eventually serving as the department’s Bridge Management Engineer.

In 2016, he left LADOTD and relocated to Austin to work for an asset management software firm for 7 years, traveling to DOT offices across the US and Canada, focused on all aspects of managing transportation infrastructure.

Just before coming to TxDOT, he worked for an Arizona-based firm providing telematics and fleet management solutions for the construction and heavy equipment rental industries.

Ashley began her bridge career in the Beaumont District, where she served as an inspector and the Bridge Maintenance Coordinator until February 2025. Her development of a comprehensive tracking system for bridge follow-up actions drove Beaumont to first place in statewide standings; her tracking system has since been adopted by other districts.

Since February, Ashley has served as the Business Operations Project Manager for the Maintenance Division, where she primarily focuses on data analysis and project implementation. She is a senior at Lamar University pursuing a degree in Civil Engineering.  She enjoys spending her free time with her family, oil painting, and taking every opportunity to travel, outside the US when possible.

Mark Burwell is the Fort Worth District Bridge Inspection Coordinator.  He has been with TxDOT for 26 years where he has worked in various roles within the Bridge Inspection Section.  Mark is FTW’s “go-to” guy for all things bridge inspection. He had lead his team to be a model program for TxDOT.  He and his wife Erica have been married for 23 years and they have 3 beautiful children.

Shelley began his career in 2001 as an Engineering Assistant for the Littlefield Area Office in the Lubbock District. He received a Bachelor of Science degree from Texas Tech University in May 2001. In 2008 he transferred to the Lubbock Central Design office and eventually became the District Design Engineer in 2010. In February 2025 he became the Director of TP&D for the Lubbock District. He volunteers his time at the American Windmill Museum where he has built several of the exhibits including a giant computer-controlled G-scale model train display.  He enjoys spending the rest of his time with his wife Sandra and their dog Currie.

Prior to joining the Design Division in 2023, she held a variety of contract administration and procurement roles at TxDOT and in municipal government.  Kelly holds a bachelor’s degree in government from the University of Texas at Austin and a master’s in public administration from Texas State University.

In 2024, Dwayne became the Deputy Director of Design Division.  He is responsible for developing design policies, safety criteria, hydraulic design expertise, landscape programs, digital delivery and final PS&E processing.

Dwayne Halbardier joined TxDOT in 2000 after graduating from the University of Texas at San Antonio with a Bachelor of Science degree in Civil Engineering.  He started with the Austin District’s Advance Project Development Section as an engineering assistant before working on the construction of a freeway construction project in 2002.  Since then, he worked in numerous capacities within the district’s design sections gaining extensive experience in schematic and PS&E development, review and processing.  Dwayne joined Design Division as the Strategic Programs Engineer in 2022 and oversaw programs to evaluate project readiness through project risks assessments, data, and reporting.

Micah began his career with TxDOT March 2, 1998, in the Littlefield Area Office as a Design Tech. In 2004, he and his wife decided to move his family to Central Texas where he took a job with McCulloch County.  A year later Micah moved to the Brownwood Area Office where he became the Recordkeeper. In 2006, he moved back into a design position. In 2008 Micah moved to the BWD District office. Moving up from there, he became the District Plan Reviewer in 2013 until 2021, when he joined the Design Division FPP Section and currently reside.

Diana has over 20 years of experience in the Transportation Engineering industry.  As a college student, Diana worked summers with the Texas Department of Transportation (TxDOT) as an intern.  Upon graduating from Texas Tech University in 2003, she began working for TxDOT in the San Antonio District.  During Diana’s career with TxDOT, she has gained a wide variety of experience in multiple functional areas of transportation at the district.

Diana began her career with TxDOT San Antonio in the District Lab where she was part of the District Seal Coat inspection team.  After six months in the lab, Diana rotated to the Bexar 410 Area Office Design Team where she was introduced to PS&E development.  In 2005, the San Antonio District consolidated all in-house Area Office PS&E design teams into one District Central Design section where she continued to develop PS&E until 2007.  In 2007, Diana obtained her PE license and was transferred to the Bexar Metro Area Office where she was able to inspect and manage construction projects that she had developed PS&E for.  In 2009, Diana was selected as the District Central Design Red Team’s supervisor to oversee PS&E development for various and multiple design projects for both in-house and consultant developed projects.  In 2018, Diana became the supervisor of the San Antonio District Lab where she supported the District by managing the District’s Material, Testing and Pavement sections.  In 2021, Diana returned back to the design side of the District to supervise the District’s Plan Review and Utility section.  In July 2024, Diana was selected as the SAT District Design Director and currently oversees the Design, Plan Review and Utility programs.

Kylan Francis is the Deputy District Engineer for Lubbock District where she oversees area operations as well as coordinating and promoting career development and succession planning. Prior to that, she managed the advanced planning and design sections for the Lubbock District from 2016 to 2024 as the Director of Transportation, Planning, and Development. Kylan has experience preparing plans, specifications and estimates for rural and urban facilities. She also has experience in advance planning of transportation corridors.

Andy Ding is a Project Manager in the Bridge Division at TxDOT, where he oversees bridge projects across four of Texas’s twenty-five districts: El Paso, Fort Worth, Lubbock, and Yoakum. His responsibilities include managing project scope, funding, safety, and timely execution. Andy holds an undergraduate degree in Mechanical Engineering and a master’s degree in Business Administration. He has been with TxDOT’s Bridge Division for nine months. Before joining TxDOT, he worked at the Louisiana Department of Transportation as both a Design Engineer and a Contracts Engineer.

Biniam (Bin) Aregawi is the District Bridge and Hydraulics Section Manager for TxDOT’s Austin District, where he oversees bridge design, maintenance, inspection, and hydraulics. Before joining TxDOT, he worked as a Bridge Design Engineer for the Michigan Department of Transportation. In addition to his engineering work, Bin teaches courses in Regular Concrete Design, Advanced Concrete Design, and Steel Element Design. He has authored reports and publications on nondestructive testing, bridge load testing, and bridge assessments. Most recently, he and his co-authors received ACI’s Symposium Volumes Award for the best overall article published in a Symposium Volume.

John Tashi is a Supervising Engineer with the City of Houston Public Works. He has over 50 years of engineering experience spanning construction, aerospace, nuclear, transportation, and public works. He holds degrees in Civil Engineering and Mathematics and has been a licensed Professional Civil Engineer in Texas since 1992. John is an active member of the American Society of Civil Engineers and the American Nuclear Society. He also holds teaching licenses in both Texas and Tennessee.

Jennifer Book leads a team of professional engineers in the Highway Safety and Operations Branch of Design Division’s Project Delivery Section. Her team supports and provides guidance specifically for the development of interstate projects and the unique regulations and policies related to them. Her responsibilities include supporting and providing guidance for the development of interstate documents which include, but are not limited to, Interstate Access Justification Reports, Interstate Schematics, and Requests for Design Exceptions. She provides technical support and guidance for roadway, safety, and operational design and analysis during preliminary project development and assists in facilitating the necessary coordination between TxDOT Districts and Federal agencies involved in interstate projects.

After graduating with a Bachelor of Science degree in Engineering Science from St. Mary’s University in San Antonio, Jennifer began her TxDOT career in 1999 designing projects for the Lufkin District, and over her 23 years with the Design Division, while serving in various roles and capacities related to roadway design and project development, she has contributed to the development of many statewide manuals, policies, processes, guidance documents, applications and tools, and has assisted the Districts in successfully delivering numerous projects to letting.

Khalid Jamil supervises Highway Safety and Operations Branch of the Project Delivery Section in TxDOT Design Division. Khalid leads the Traffic Simulation and Safety Analysis program including development and implementation of Safer by Design, TSAP manual and SOPs. In addition, he also leads Interstate project activities, including IAJRs, schematics, and design exceptions associated with Interstate projects.

Khalid is a senior transportation engineer with more than 30 years of experience in transportation planning, traffic engineering and design. He attended University of Arkansas and received Master of Science in Civil Engineering in 1993. Khalid is a former adjunct faculty member at University of Massachusetts and Connecticut State University, where he taught traffic and transportation engineering. Khalid has also been involved in various research and technical activities of Transportation Research Board (TRB), FHWA, and TxDOT.  He is member of TRB Standing Committee on Safety Performance and Analysis, and panel member for various NCHRP and TxDOT research projects, Technical Advisory Committee of FHWA Highway Safety Manual Implementation.

Roy joined the Department in May 1985 when it was still called the State Department of Highways and Public Transportation (SDHPT).  He began his career in the San Antonio District working out of the Pearsall Residency.  In February 1994, he accepted a position with the Laredo District as the District Design Engineer.  While there he worked in various capacities (District Design Engineer, Central Design Engineer, Assistant Area Engineer) up until his retirement in May 2013.  In December 2013, he accepted a position with the Austin District as a Team Lead for Plan Review and Processing.

Brandon began his career at TxDOT in 2004 as a construction inspector for the Dumas Area Engineer’s Office in the Amarillo District.  He transitioned into design in 2007 as a design technician.  Over the course of the next 18 years, he utilized the Department’s Tuition Assistance Program (TAP) and went to college while continuing to work in design developing PS&E for roadway projects.  He worked in both the Amarillo and Abilene District Design sections while he continued to work towards becoming an engineer.  He graduated with a BS in Civil Engineering from West Texas A&M University in fall of 2015 and became a licensed professional engineer in the spring of 2018.  He currently serves as the Advanced Planning Engineer for the Amarillo District where he oversees activities for survey & ROW, utility relocations & permitting, schematic development, consultant contract management, in-house PS&E development, and pavement design.

Zelma Myers is the Fort Worth District’s -Central Design Engineer responsible for in-house design, a position she has held for last 10 years. The majority of her 34-year career has been in design where she developed a passion for training and teaching new engineering graduates and less experienced employees to rise to higher standards and apply knowledge, they acquired in design and project management with consultants. Zelma saw a need for having more efficient ways of training personnel, so she created the Central Design University to provide a forum for employees to attend presentations on relevant subjects while making these available through the District’s web site for future reference. Additionally, Zelma received the prestigious Dewitt C. Greer Award in 2023 for her efforts in training and teaching to guide the next generation of Transportation Engineers.

Niyi holds a BSc, MSc, and PhD in Civil Engineering, specializing in Structural Engineering. He has over a decade of experience, starting with four years in structural consulting, where he focused on bridge design, structural analysis, and wind analysis for elevated and cantilevered steel structures. This was followed by three years in the Middle East as a research engineer, working on corrosion protection, repair strategies, and assessments of extreme loading events for bridges and petrochemical facilities. In 2020, he joined the Bridge Division’s design section, contributing to bridge design, repair, and rehabilitation and reviewing innovative materials and alternative designs. Since 2023, Niyi has been part of the bridge preservation section, focusing on maintaining high-value segmental and truss bridges.

Roger Lopez started his career at TxDOT in 2001 as Engineer Assistant for the Beaumont district office. After two years working in construction projects, he joined the roadway design group at the Bexar Metro area office in San Antonio and later he worked at the bridge structures section at the Same District. In 2007, Roger obtained his Professional Engineering License and was transferred to the Houston Bridge and Structures Section where he became a Design Lead Engineer. In 2019, he worked for the Houston District Strategic Projects office where he managed design build CMA maintenance projects. In August 2021, Roger was selected to be the Assistant Area Engineer for the North Harris Area Office. He became the Houston Bridge Preservation Engineer in May 2024. Roger holds a master’s degree in civil engineering from the University of Texas in San Antonio, a bachelor’s degree from the University of Houston downtown and attended La Molina University in Lima, Peru.

Jeff has 23 years with Texas Department of Transportation starting in the Dallas County Area Office in 2002.  He graduated with a Bachelor of Science degree in Civil Engineering from University of Texas at Austin in May 2002.  Jeff has served as Kaufman-Rockwall Area Engineer and Director of Construction in the Dallas District.  In March 2020, Jeff assumed role of  Director of Operations in the Dallas District where he oversees maintenance and traffic operations for the district.

Zilthai is a 2012 graduate of the University of Texas at El Paso and began his career with the Texas Department of Transportation (TxDOT) immediately following graduation. His career began in the District Central Design office where he performed both roadway design and bridge inspections.  Shortly, thereafter, he rotated into the newly created bridge section where he began his experience in bridge design and maintenance.  In 2017, he became the District Bridge engineer overseeing the District Bridge Office where he was responsible for the efforts made to inspect, maintain, rehabilitate, and replace bridge structures in the El Paso District. In his current role, Zilthai continues overseeing the bridge office especially bridge maintenance and rehab efforts as well as overseeing survey projects and the newly formed drone program for the District.

BRG Breakout Session: Programmatic Approach to Bridge Preservation

Armando Bosquez is the Corpus Christi District’s Bridge Engineer and is responsible for coordinating the inspection and maintenance of the district’s inventory of bridges, which currently sits at over 1430 on-system bridges and the inspection of over 390 off-system bridges.  He is a licensed professional engineer in the State of Texas with a bachelor’s degree in civil engineering and a master’s degree in environmental engineering from Texas A&M University-Kingsville.  With over 25 years of experience at the Texas Department of Transportation, he has served as project engineer over numerous construction projects over the years, including bridges in both coastal and non-coastal environments.  In 2018, he was selected as a recipient of a TxDOT Construction award for his work on the construction of the Copano Bay Causeway Bridge in Aransas County.

Katie graduated from the University of Texas at Arlington in 2006 with a degree in Aerospace Engineering. She spent 9 years working as a structural designer in the aerospace industry in Fort Worth, TX. In 2015, she moved to the Paris, TX area, where she hired on at TxDOT as an Engineering Assistant in the Paris District Central Design section.  She obtained her engineering license in 2019 and moved into a Design Team Lead role. In 2021, she became the Paris District Bridge and Hydraulics Engineer, a role which she still serves in today.

A third generation TxDOT employee, Lisa began her career as a summer employee in the Silsbee Area Office. Since that time she has held many titles including, environmental specialist, engineering assistant, plan reviewer, design team lead, and schematics engineer. In her most recent role, Lisa has been actively managing the project development process for many of the District’s largest projects totaling over $1 billion.

Lisa graduated from Lamar University with a Bachelor of Science in Biology and a Master of Science in Environmental Engineering. She earned her Professional Engineering license in 2012.

Lisa and her husband Dave (Beaumont Area Engineer) have six children ranging in age from 13-24, Kiara, Brandon, Aidan, Nolan, Layla, and Sophia. They are active members of St.

Jamie Godwin, P.L.A. is a Transportation Landscape Architect in TxDOT Design Division.  With 25 years at TxDOT, Jamie started his career as a summer hire in both the Dallas and Tyler districts before transitioning to a full-time role in a Dallas District maintenance office.  Jamie has experience in roadway/sign maintenance, roadway/bridge/sign construction inspection and ADA pedestrian design/project management.  Since joining the Design Division in 2005, Jamie has contributed to all of the department's landscape architecture programs and, since 2008, has been actively involved in developing and managing TxDOT's pedestrian facilities design projects statewide.  Jamie earned a Bachelor of Landscape Architecture from Texas Tech University in 2002.  In his free time, he enjoys the outdoors with family and friends, often away from civilization.

Bill Macke is a Pedestrian Facility Project Manager with TxDOT Design Division. He has been with TxDOT since 2004; previously working with Transportation Planning and Programming from 2004 to 2006 and TxDOT Aviation from 2006 through the Fall of 2022 when he joined Design. Bill earned his Bachelors at the University of Texas at Austin and his Masters in Project Management from St. Edward’s University in Austin.  In his spare time, Bill is completing his private pilot’s certificate and enjoys maintaining house and home with various maintenance and improvement projects.

Sam Lundquist, PE is a Project Manager with Kimley-Horn and has over 13 years of experience designing transportation projects. He has been working with TxDOT Design Division on ADA projects for over 7 years throughout 10 different TxDOT districts. Sam is passionate of multi-modal roadway design harmonizing vehicular, pedestrian, and bicyclist traffic on a single corridor.

For over 10 years Jennifer Loa, R.L.A. has developed a variety of landscape and aesthetics design projects across the state as a Transportation Landscape Architect in TxDOT Design Division. Jennifer manages the Governor's Community Achievement Awards (GCAA) program in coordination with Travel Information Division and Keep Texas Beautiful. She earned a Bachelor of Landscape Architecture from Texas Tech University (Wreck ‘em!).  In her spare time, she enjoys the outdoors with her family.

General  Session: How Digital Delivery is Shaping the Future of Project Development

Jacob leads the statewide Digital Delivery Program as TxDOT moves towards utilizing models in construction then in asset management and maintenance. His career spans over 15 years of design, construction inspection, survey, and utility coordination in both the public and private sectors. He engaged in several national studies and strategic inititiatives to help advance Digital Delivery in Texas including work with the Transportation Research Board, AASHTO’s Joint Technical Committee on Electronic Engineering Standards, FHWA Pooled Funds, and serving on the Board of Directors for the Highway Engineering Exchange Program. Jacob has a BS in Applied Physics from Angelo State University and a MA in Engineering Management from The George Washington University.

General  Session: How Digital Delivery is Shaping the Future of Project Development

Adrian has been with TxDOT for 20 years, starting in the Lubbock District as a summer inter and then moving through the San Angelo District, and the Austin District before landing at Design Division.

Throughout his career in the Districts he performed construction inspection, PS&E development, contract management, utility coordination, and various other aspects of project management.

Currently he is the Assistant Director of the Digital Delivery Section within the Design Division. Where he leads a dedicated and talented team to oversee the development and implementation of conveying 3D model geometry and other digital data as legal documents in representing engineering designs for construction, the change management of workflows and processes, and assuring that our design data flows throughout the data lifecycle from Planning to Operations and Maintenance through our asset management systems.

Adrian earned a bachelor’s in construction engineering from Texas Tech University in 2004.

In his free time, he enjoys caving, canyoneering, backpacking, and scuba diving with family and friends.
